Is auto-increment the same everywhere?

No: MySQL uses AUTO_INCREMENT, PostgreSQL SERIAL, SQL Server IDENTITY. The tool converts automatically.

Are comments included?

MySQL gets COMMENT clauses and PostgreSQL COMMENT ON statements; SQLite has no comments.
